This proposal introduces a distributed sovereign AI layer that complements hyperscale data centers: deploy modular Edge AI pods now, connect them to regional hubs, and integrate with HUMAIN hyperscale capacity as it comes online.
Why this matters now
HUMAIN and the National Infrastructure Fund (Infra) announced a non-binding financing framework (up to US$1.2B) to support expansion of AI & digital infrastructure, including development of up to 250 MW of hyperscale AI data center capacity, and exploration of an AI data center investment platform.

Next step
Establish a joint working group (HUMAIN / Infra / stakeholder owner) to lock pilot sites, KPIs, and governance. The output is a pilot SOW and an investment/scale plan aligned with the broader hyperscale roadmap.
